Jim Mansell obituary

students with disabilities have helped people live in the community

Among the growing concerns about cutbacks to health and social care services in the UK, often forget that the lives of most people with learning disabilities have improved considerably in the last 30 years. Much of this progress has been made because of the vision and determination of Jim Mansell, who died of cancer at the age of 59.

As a student at Cardiff University in 1970, Mansell offered to help take a group of children to films, a Saturday morning. The children were from Ely City Hospital, an institution long stay on the type then accommodate 60,000 people with learning disabilities in England and Wales. Mansell was surprised by the condition of the young, poorly dressed and with a shaved head for head lice. When he helped escort them off to the movies, people left their houses to make money.

the fifteenth day of this life-changing experience, Mansell had called a meeting to discuss how to obtain closed Ely. The idea that, at age 18 who do not always have the credentials for this initiative was later recalled, "a question that has never been for me." It was an approach that would be very effective as it passes in his career to treating, and defeat the powerful forces of inertia that stood in the way of closing long-stay hospitals and the creation of opportunities for just about everything learning people with disabilities live in the community, as they do today.

Mansell was born in Beckenham, Kent, the son of a soldier turned cop. He attended grammar school in Penge and Beckenham and came to Cardiff to study zoology and botany, but switched to social administration, that his interest in learning disability is expected. By the time he graduated in 1975 - later to take an MA in Cardiff - had established a charity of the student and, surprisingly, to establish a group home where he lived with three friends and five young leave these Ely. It's not only practice what Mansell preached, but it set the mold for the support model for life was to become the mainstream.

leave a legacy in South Wales, the Nimrod project, which broadcast model, Mansell moved to England, first with the medical evaluation of the research team at the University of Southampton, then starting with the title of professor of mental disability at the University of Kent. In 1989 he was appointed professor of learning disabilities there.

was one. Slow and laborious Ely was not finally closed until 1996 and the last English stay long in hospital recently closed its doors in 2009. But throughout the Tizard Centre in Kent, Mansell founded in 1983, provided research, training and consulting company that was vital to maintain the momentum of the closure program.

Inevitably, the experience of Mansell was regularly called by the government. A project group led by the Ministry of Health developed in 1993, the reference guide for services for people with learning disabilities or challenging behavior, universally known as the Mansell report and reviewed and updated days in 2007. In 2010, the Department issued its awareness our sites, focusing on supporting people with complex needs.

as the disease began to take its toll, Mansell Emeritus of Kent State and has reduced considerable teaching international commitments, including Australia. But he continued to write and co-author a book on the support person-centered to people with developmental disabilities is underway. It was good enough to get to Buckingham Palace in January 2012 to receive the CBE that was awarded in the Honours List of the new campaign.
Last year, Mansell was furious to see evidence of abuse of disabled student population, the kind once endemic in long-stay hospitals, resurface in the BBC Panorama program in residential management Winterbourne View private hospital near Bristol. Writing in The Guardian, said: "... The real solution is to stop using these sites to be completely out of health and social services to account for this to happen.?" Now it falls to others to pick up his stick.
